MCAC meetings are held at Pier 1, unless otherwise noticed, and begin at 11:30am.

• Self-introductions by all present.

2. Maritime Update (Andre Coleman and maritime staff)
• The Japanese Coast Guard vessel Kojima was in port from May 11 – May 15.  From here, they will go through the Panama Canal to New York.  The Kojima will be underway for 101 days, with 43 cadets on board. 
• We are still in constant communications with CARB regarding the new At-Berth Regulations effective 2021. Of the Port’s two cruise terminals, Pier 27 is the only berth equipped for shore power connection.  The Port is working to identify a strategy to improve plug-in capacity.  Additionally, we are also considering other alternatives of providing power whether it be through portable options or shoreside. 
• Auto operations have been strong at Pier 80 this fiscal year.  We had a strong 2nd quarter and anticipate a strong 3rd quarter as well.  Overall, auto operations volumes will more than double from last year.
• Recreational salmon season opened between April 13 – April 30.  Commercial salmon season opens from May 18th and runs through September.  There are more salmon in the ocean this year which will make it a good season for the fishermen.  This means better business for our harbor as there will be more transient vessels looking to dock at Fisherman’s Wharf.
• Last fall, the Port started to look at water transportation in anticipation of the Warriors October 2019 move from Oakland to San Francisco and the opening of Chase Center in September.  We engaged with the Water Emergency Transportation Authority and Golden Gate Ferry to look for interim landing opportunities since the new Mission Bay terminal will not be built until 2021.  Pier 48 ½ was identified as the most viable option. We will seek commission approval in June and WETA will seek approval with their board in June also.  Hopefully, all permits will be approved by July to mobilize for installation.  We are on track to have waterfront access to Mission Bay by October 5, 2019, if not sooner.
• The United States Coast Guard Commandant was in town from Washington DC, along with his staff, representatives from Cal OES, the Port of Oakland, FEMA, Cal National Guard, and WETA yesterday for a press event.  The press event covered how the Bay Area is being prepared for emergency responses and general maritime commerce.  Local news KRON and KTVU covered the event. 

3. Cruise Ships in San Francisco (Gerry Roybal)
• This presentation outlines changes in the cruise market and passenger cruise development & growth for the past thirty years.

4. Waterfront Plan Working Group Update (Ellen Johnck)
• The Waterfront Plan Working Group has been working for the past 2 years to come up with updated draft policies on the 1997 Waterfront Land Use Plan.
• Diane Oshima gave an informational presentation at the May 14th Port Commission meeting on the updated policies to the Waterfront Plan to seek approval to circulate the “Draft Plan Amendments” for public review and comments.
• These policies will be used as the foundation for future RFP issuance for the development of Historic Pier Opportunities.
• Port is working with SF Bay Conservation and Development Commission and other public agencies to align the plans and policies for the waterfront.
• Port will hire consultants to prepare California Environmental Quality Act environmental review which must be completed before the Port Commission can approve the Waterfront Plan Amendments.

5. Other: Old and New Business; General Discussion; Agenda Topics for Future Meetings (All)
•  A letter will be sent from the Maritime Commerce Advisory Committee to the Port Commission, giving them our views regarding maritime uses at Piers 30/32.  Ellen has drafted the letter and it is currently being circulated for feedback.
• Cathy Mulkey Meyer with the Human Rights Commission presented on Mayor Breeds new program “Opportunities for All.”  Opportunities for All will connect young people from ages 13 to 24 living in San Francisco to paid employment, job training, and mentorship opportunities with the public and private sector.  For more information, please see their website: https://www.opps4allsf.org/
• San Francisco Water Taxi will launch Lil Taxi 6 this weekend.
• Regional Measure 3, Bay Area Traffic Relief Plan, will use revenues from increased bridge tolls to improve the Bay Area’s transportation system.  Though the measure passed in 2018, it has been held up in litigation which was recently dismissed.  The money will be freed up once the 60 day appeals window is closed.
• Darling Ingredients celebrated their 50 year anniversary.  They have been at the Port of San Francisco located at Pier 92 since 1969.
• Gordon Loebl with Hornblower, is the new MCAC committee member, replacing Joe Wyman, who has relocated to Austin, TX.
• A sub-committee group was formed in an effort to make CARB aware that it would be  difficult to retrofit small vessels in order to comply with the new At-Berth Regulations.
• Blue & Gold Fleet will celebrate their 40th anniversary with the public on Memorial Day Weekend.
