Wharf J9 is part of the shoreline of the Outer Lagoon area of Fisherman’s Wharf. This protected harbor has been home to the local fishing industry since the early 1900s, with J9 providing public access and berthing for the working boats.
The Wharf J9 Replacement Project will replace the deteriorating wharf and seawall with a resilient shoreline structure that better serves today’s fishing industry while enhancing Fisherman’s Wharf’s unique character. The reconstructed shoreline will be stable in earthquakes and increase flood defenses. The proposed project will improve public access along the Outer Lagoon and includes an ADA-accessible float to better support off-the-boat fish and crab sales.
Funded by the Proposition A General Obligation Bond, the Wharf J9 Replacement Project is part of the Waterfront Resilience Program’s Embarcadero Early Projects, addressing the highest earthquake and sea level rise risks along the Embarcadero waterfront.
The Wharf J9 Replacement Project is divided into two phases:
Phase 1: Installation of a new ADA-accessible float to support off-the-boat fish and crab sales. Construction anticipated 2024.
Phase 2: Replacement of the deteriorating wharf and seawall with a resilient shoreline structure that better connects people to Fisherman’s Wharf. Construction TBD.

Initial studies are complete.

An RFP will be issued summer 2024 to select a consultant for conceptual and detailed engineering of Phase 2.
