Downtown Coastal Resilience Project

The Downtown Coastal Resilience Project will improve coastal flood protection along a vulnerable ¾ mile stretch of the Embarcadero adjacent to the Financial District / South Beach neighborhood.  Filled in the late 1800’s, the underlying Bay Mud has settled making it more vulnerable to sea level rise flooding and earthquake shaking.  Assets at risk include the BART and Muni underground transit network, regional Ferry terminals, the Ferry Building, public waterfront spaces, and lifeline utilities including the combined sewer system.  The Project is expected to include a mix of interim and foundational flood defense and seismic improvement measures with implementation beginning as early as 2027. 

Updates 
  • The Port applied for a $50M FEMA BRIC Grant in December 2022 and was notified of a tentative award in August 2023.  The Port continues to work with FEMA on the application and anticipates a final award decision by the end of 2024. 

  • RFP expected to be issued in fall 2024 to select a consultant for conceptual and detailed engineering. 

  • Project scope and budget will be established after conceptual engineering is complete.
