    MCAC Virtual Meeting Protocols During the COVID-19 pandemic, the Port of San Francisco is conducting business remotely as we comply with State of California directives and orders for social distancing and staying at home. The Port is committed to ensuring that our meetings are accessible to the public, including the opportunity to participate by providing oral and written comment. The instructions below outline how members of the public can access the virtual MCAC meeting and provide public comment. 1. How to Join a. Go to the first page of the notice/agenda and click on the Zoom Virtual Meeting Link. b. You can join the meeting from a desktop computer, mobile device, or telephone. You can learn more about Joining a Zoom Meeting. i. If you are calling in, but would like to access meeting materials, please use links provided in the agenda above or visit the MCAC meeting webpage and locate the specific meeting date. ii. We recommend that you test out your device, internet connection, and Zoom app compatibility well before attempting to join the meeting. c. When prompted, provide your name and email address to be placed in the meeting. You will automatically be muted when joining as an attendee. 2. Providing Public Comment a. Public comment for MCAC virtual meetings can be provided in multiple ways. i. Written Comments: 1. You are welcome to submit written comments to Port staff via email. Please send to dominic.moreno@sfport.com 2. In the subject line of your email, indicate the meeting date and the topic of your comment. For an item on the agenda, please include the meeting date and item number. ii. Oral Comments: 1. Following committee discussion of each agenda item, Port staff will provide an opportunity for public comment. 2. If you want to provide oral comments on a specific agenda item, you will need to “Raise your hand” during the Zoom meeting. *If calling into the meeting from a telephone, you can use “Star (*) 9” to raise/ lower your hand. 3. Once your hand is raised and it is your turn to speak, the MCAC meeting facilitator will unmute you, announce your name, and you will be able to make your comment. *Depending on how you have called in, you may also need to unmute yourself. 4. After your public comment, your hand will be lowered, and you will be placed back on mute.

    1. Welcome
    • Self-introductions by all present.

    2. Maritime Update (Andre Coleman)
    Cruise:
    • The cruise industry is currently still on pause.
    • The NO SAIL ORDER remains in effect through September 30, 2020 as guided by the CDC and will most likely be extended.
    • The Cruise Lines International Association (CLIA) has voluntarily paused cruising for all domestic ports through October 2020.
    • The domestic ports have put together an America’s Seaport Committee.  This committee is working together with the CDC and CLIA on when and how to safely restart the cruise industry.  There have been three meetings thus far.
    • CARB approved the new Ocean-Going Vessels At-Berth Regulation on August 27, 2020. 
    • The last version published in June 2020 has not changed and will be effective 2023.
    • The existing At-Berth regulation adopted in 2007 (80% emissions reduction requirement) will stay in force through 2022 for cruise vessels. 
    • Roll on Roll off vessels will have new compliance dates of 2025.
    • Pier 27 is the only berth with shoreside capabilities.
    • The Port was granted a low activity terminal exemption for Pier 35.  The exemption allows the Port to have 19 unregulated non plug in calls for 2021 and 2022.
    • Cruise bookings remain strong for year 2021 contingent upon the CDC lifting the NO SAIL order and our local Department of Public Health giving us the green light for the safe resumption of cruise.

    Cargo:
    • Dry-bulk operations at Pier 94 remained strong during fiscal year 2019-2020.  There was no significant impact by COVID 19.
    • Pier 80 had a record-breaking year moving over 118,000 units. This is a 53% increase from the previous year.  We are already off to a strong start this new fiscal year.

    Other Maritime:
    • The Jeremiah O’Brien has been laid up at P35N from the fire incident at Pier 45.  Salvage operations remain on-going and progressing at Pier 45.  The target date for the return of the Jeremiah O’Brien to Pier 45 is mid-October.  It remains closed for public tours.
    • With the recent amended public health order, the bigger excursion operators can now resume excursion operations under a reduced capacity.
    • Maritime will have an informational presentation on the historic vessel Klamath at the next Port Commission meeting September 22, 2020.  The Bay Area Council is looking for a fifteen-year term with (2) five-year options to moor the Klamath at Pier 9 South.
    • Dredging has been completed at Pier 27.

    3. Pier 30/32 and SWL 330 RFP Update (Peter Albert, Development Project Manager)
    • The Port of San Francisco issued a Request for Proposal to rehabilitate Piers 30/32 and Seawall Lot 330 back in February 2020.

    4. Pier 38 and 40 RFP Update (David Beaupre, Senior Development Project Manager)
    • This item has been rescheduled to the next meeting.

    5. Hyde Street Harbor Wharf J10 Incident (Shannon Alford, Sr. Environmental Planner)
    • Several areas of seep have been emanating from beneath the Hyde Street pier and the riprap shoreline since May 2020.
    • There is about 600 ft of impacted shoreline from an unknown source of release.
    • Since then, the Port has been engaged with all the regulatory agencies to try to figure out this phenomenon.
    • The area has been double ringed with outer (hard) and inner (soft) boom for containment.
    • The US Environmental Protection Agency is the federal agency for this project.
    • In 2008-2016, Exxon removed over 1,000 tons of impacted petroleum soil and put in a permeable barrier along the riprap.
    • EPA issued a 311 Clean Up Order to the Port of San Francisco.
    • The Port, as the property owner, is responsible in continuing to contain the seep until the source is found.

    • Michael Nerney, Assistant Maritime Director, retired from the Port on September 4, 2020. Ellen wrote a commendation letter on behalf of the MCAC which was read by President Brandon at the September 8th commission meeting.
