    MCAC Virtual Meeting Protocols During the COVID-19 pandemic, the Port of San Francisco is conducting business remotely as we comply with State of California directives and orders for social distancing and staying at home. The Port is committed to ensuring that our meetings are accessible to the public, including the opportunity to participate by providing oral and written comment. The instructions below outline how members of the public can access the virtual MCAC meeting and provide public comment. 1. How to Join a. Go to the first page of the notice/agenda and click on the Zoom Virtual Meeting Link. b. You can join the meeting from a desktop computer, mobile device, or telephone. You can learn more about Joining a Zoom Meeting. i. If you are calling in, but would like to access meeting materials, please use links provided in the agenda above or visit the MCAC meeting webpage and locate the specific meeting date. ii. We recommend that you test out your device, internet connection, and Zoom app compatibility well before attempting to join the meeting. c. When prompted, provide your name and email address to be placed in the meeting. You will automatically be muted when joining as an attendee. 2. Providing Public Comment a. Public comment for MCAC virtual meetings can be provided in multiple ways. i. Written Comments: 1. You are welcome to submit written comments to Port staff via email. Please send to dominic.moreno@sfport.com 2. In the subject line of your email, indicate the meeting date and the topic of your comment. For an item on the agenda, please include the meeting date and item number. ii. Oral Comments: 1. Following committee discussion of each agenda item, Port staff will provide an opportunity for public comment. 2. If you want to provide oral comments on a specific agenda item, you will need to “Raise your hand” during the Zoom meeting. *If calling into the meeting from a telephone, you can use “Star (*) 9” to raise/ lower your hand. 3. Once your hand is raised and it is your turn to speak, the MCAC meeting facilitator will unmute you, announce your name, and you will be able to make your comment. *Depending on how you have called in, you may also need to unmute yourself. 4. After your public comment, your hand will be lowered, and you will be placed back on mute.

    1. Welcome
    • Self-introductions by all present.

     

    1. Maritime Update (Andre Coleman)

    Cruise:

    • The Port, along with the City Attorney’s office, Department of Emergency, and Department of Public Health have been working aggressively with the cruise lines to get Memorandums of Agreements in place, per the CDC, for the safe resumption of cruise.
    • The key components to the MOA’s are housing agreements, transportation agreements and medical agreements.
    • Many discussions are to ensure that the local health system and emergency response system will not be overburdened in case of the worst-case scenario.
    • CDC requires at least 95% of the crew and passengers to be vaccinated.
    • The first scheduled cruise since the pandemic is on October 11, 2021.
    • There are 21 remaining cruise calls for the calendar year.

     

    Cargo:

    • Cargo finished fairly strong this fiscal year ending June 30, 2021.
    • Pier 80 had approximately 110,000 units for the year.
    • Pasha and the ILWU continued to work throughout the pandemic to ensure continuity in this operation.
    • Bulk remained consistent from previous years.

     

    Fisherman’s Wharf/Hyde Street Harbor:

    • Staff has initiated discussion and are exploring options to expand the Retail Fish Sales program, which was a pilot program started in 2017.
    • The program is on pause due to incompatibilities between one of the fishermen who had productive retail fish sales and one of the restaurants. 
    • This is a good opportunity for the Port to seek other locations within the harbor and expand the program to include different species of fish sales.
    • We are hoping to have a revised program in place prior to the upcoming crab season.

     

    Shipyard:

    • We are continuing with interim lease agreements at the shipyard.
    • Silverado is proposing to lease vacant space at the shipyard where they make significant tenant improvements to the space to use it for small watercraft removal and disposal.
    • Maritime staff presented the proposal “Silverado Shipyard Pilot Program” to the commission and is seeking approval at the next commission meeting on September 28, 2021.
    • The Port may have an opportunity to auction some of the assets sitting idle in the shipyard.
    • Gerry Roybal added that we are funneling power from the shipyard to adjacent development projects which raised 1.5 million to the Port. This agreement is with PUC and will be renewed.

     

    South Beach Harbor:

    • Operations are steady at South Beach Harbor.
    • SBH continues to work towards basic infrastructure repairs and improvements.
    • Due to concerns from staff members and the general public, we are working on getting new items to enhance trash management in the area.
    • This past summer, the Port facilitated a partnership between the Boys and Girls Club of District 10, Pasha, and the South Beach Yacht Club. Pasha sponsored kids to participate in the South Beach Yacht Club Junior Sailing Program.  This program was a success and we hope to grow this partnership next summer.

     

    1. Silverado Shipyard Pilot Program – Brendan O’Meara
    • Silverado is proposing to lease vacant space at the shipyard where they make significant tenant improvements to the space to use it for small watercraft removal and disposal.
    • The Commission seemed very supportive of this pilot program.

    1. San Francisco Fleet Week 2021 Update – Diana Homsey
    • Fleet Week will run from October 3 – 12, 2021.
    • We are the only Fleet Week left standing in the country.
    • Fleet Week’s mission is to support the troops and the community.
    • Humanitarian Assistance Disaster Response program is designed to help the nation to better prepare for, respond to and recover from natural and man-made disasters.
    • Ships will be located at Piers 30/32 and Pier 35.
    • The parade of ships will be on October 8, 2021.
    • The Blue Angels air show will be from October 8 – 10, 2021.
    • There will be a press conference held on October 5 at 11:00 at Crane Cove Park.

    1. Other
    • The Port Commission approved a 15-year lease with the Bay Area Council for the mooring of historic ferry boat “Klamath” which will be located at Pier 19.
    • We are still looking to make possible amendments to the Port Preservation Policy.
    • The maritime division will provide tours to the Southern Waterfront Committee to familiarize and provide them with visibility to maritime industrial operations.
    • In July, WETA implemented the Pandemic Recovery Program which increased ferry service hours and decreased the fares.
    • Lauren with WETA reported they are seeking support letters to increase the 30-milion-dollar federal funding to the Passenger Ferry Grant Program.
