The 30-foot tall concrete bulkhead wall and wharf located between Pier 24 ½ and Pier 28 ½ is among the oldest on the waterfront and vulnerable to earthquake damage and collapse, risking the Embarcadero Promenade and remaining mission-style piers. This project seeks to improve earthquake safety by strengthening the seawall and wharves to withstand strong ground shaking and be adaptable for sea level rise.
