The Port of San Francisco (“Port”) is a highly visible and self-supporting enterprise agency within the City and County of San Francisco (“City”) that is responsible for seven and one-half miles of waterfront property. Its geographical area consists of property along the San Francisco waterfront extending from Fisherman’s Wharf and Aquatic Park to the Pier 98 shipping terminals and Heron’s Head Park. The Port has an ongoing need to properly manage hazardous materials and regulated wastes to mitigate risks these materials pose to people, the environment and property. These materials are encountered, managed and/or generated through Port work activities, public waste disposal facilities operated by the Port, illegal dumping, and accidental releases. Port work activities involving hazardous materials management include: regulated waste removal, maintenance; renovation; demolition; hazardous materials abatement; confined space entry and rescue; routine and emergency response to/cleanup of hazardous materials dumping; and spills and releases on land and in navigable waterways that are managed by the Port. The Port has additional needs for confined space support and recovery, building restoration, and salvage of abandoned or sinking marine vessels. The Port is dividing the scope of work described above into three Service Areas. For each Service Area, the Port intends to award one or more master agreements for abatement work on an “if- and as-needed” basis. Respondents may propose for one or more service areas in their responses.
