Wharf J9 Replacement Project

The Wharf J9 Replacement Project will replace an at-risk seawall and wharf with new resilient structures that are stable in earthquakes, elevated for sea level rise, function better for the fishing industry, and improve waterfront public access.  Originally constructed in the 1900’s, the J9 timber seawall and wharf are no longer safe to use, and initial studies recommended full replacement.  Project features include an ADA accessible float to support off the boat fish and crab sales, improved utility services, and enhanced public spaces.

Location: Fisherman’s Wharf Outer Lagoon, Al Scoma Way to Leavenworth Street.

  • Initial studies are complete. 

  • Initial studies were completed in 2024 

  • Phase 1 ADA Accessible Float: Construction completed January 2025 

  • Phase 1.5 Smokehouse Demolition & Overlook: Construction started October 2025 with completion early 2026. 

  • Phase 2 Seawall and Wharf Replacement: Concept design expected to start in 2027
