Divisions and Staff

The Engineering Division provides project and construction management, engineering design, facility inspection, contracting, code compliance review and permitting services for all of the Port's facilities including piers, structures, buildings, cranes, utilities, public and private areas, development projects, streets and walkways. Engineering assists and coordinates with other City Departments to assure an appropriate transition between the City and the property in the Port's jurisdiction.

Building Permit Group - The Building Permit Group's primary responsibilities are to provide timely and effective plan review, permitting and inspection services to ensure safe and compatible construction within the Port's jurisdictional area.  By exercising professionalism, integrity and striving for excellence, the Group serves both Port and public interest in its role as protectors of public safety and Port property. 

The Executive Office reports directly to the Port Executive Director and includes the Communications, Government and Legislative, Affairs, Equity, Inclusion & Diversity, Homeland Security, Port Commission Secretary and the Port's General Counsel.  

  • The External Affairs Division is responsible for internal, external and digital communications, issues management and strategy as well as government and legislative affairs and the Port’s Equity, Inclusion and Diversity Program.

  • Homeland Security is responsible for developing, directing, and implementing a comprehensive homeland security program for the Port and its emergency plans and procedures, in preparation for and in response to, emergencies and disasters.

  • The Port Commission Secretary serves as Secretary to the Port Commission and Executive Assistant to the Port Executive Director. The Port Commission Secretary prepares the agenda for Commission meetings in consultation with the Port Commission President and Port Executive Director. Secures all required documentation for agenda items; prepares reports for Commission meetings, compiles and maintains records of proceedings of regular Commission meetings as well as special meetings and arranges for the distribution of same; supervises the preparation of correspondence for the Commission; ensures that Commission-directed actions are executed by the Port promptly and correctly.

  • The General Counsel Team is part of San Francisco's City Attorney's Office, which provides legal consultation and advice to the Port Commission, Executive Director and staff.

The Finance and Administration Division is responsible for the support of Port operations including Human Resources, Accounting, Finance, Contracts and Procurement, Information Technology and Business Services. Human Resources includes labor and employee relations, payroll, training programs, employee recruitment and hiring,. Finance includes budget development, monitoring and analysis, capital planning, forecasting, public finance, financial and risk analysis, and reporting. Accounting includes accounts payable, accounts receivable, general ledger, financial statements and managing outside audits. Contracts and Procurement includes acquisition of goods and services. Information Technology includes the Port's information technology equipment acquisition and maintenance, local area network, telephone systems, and business application development and maintenance. Business Services includes materials management, mail service, receptionist service, administration of the Port's vehicles and management of the Port's offices. 

The Maintenance Division is responsible for maintaining the Port's seven and one half miles of waterfront property and maintaining the waterfront as a positive connection to the other parts of the City. More than 100 skilled craftspersons are responsible for the preservation and improvement of the Port's fishing harbors, ferry landings, public parks, cargo terminals, piers, promenades and buildings. The overall maintenance performed by the Maintenance Division includes the skilled work of carpenters, electricians, painters, gardeners, iron workers, pile drivers, plumbers, roofers, operating engineers, teamsters, welders, machinists, asphalt workers, sheet-metal workers, stationary engineers and general laborers. 

The Maritime Division is responsible for managing and marketing a wide array of maritime industries: cruise and cargo shipping, ship repair, commercial and sport fishing, ferry and excursion operations and other harbor services. The division promotes Port maritime facilities to potential and existing customers while ensuring compliance with federal security mandates and providing environmental stewardship. Areas of responsibility include cruise and cargo terminals, ferry terminals, shipyards and dry-docks, Fisherman's Wharf and Hyde Street Commercial fishing harbors, excursion terminals and harbor service facilities for pilots, tugboats, barges, lay berthing and other ship services. The Maritime Division manages 122 tenancies, representing 6 million square feet and approximately $11 million in annual revenue. 

The Planning & Environment Division is responsible for ensuring that the use and development of Port lands is consistent with the Port’s long-term vision and Federal, State and local regulatory requirements. The Division has lead responsibility to promote understanding and compliance with the Port’s Waterfront Plan, and City and regional plans. In this work, Planning & Environment staff carry out Port urban design and historic preservation reviews, and advance environmental sustainability and climate change actions. In addition, this Division leads community planning to define long-term improvements for specified Port areas, in close coordination with the Port’s Waterfront Resilience Program team.

The Planning & Environment Division is also responsible for advancing transportation, public realm, park and open space projects to create a connected public access network along the Port’s 7½ mile waterfront. Staff assist all Port divisions, tenants and applicants to advise on environmental sustainability, and navigate regulatory approval and compliance requirements. The Division works closely with the Port's community advisory groups on Port projects, and ongoing waterfront land use and environmental issues.

The Real Estate & Development Division is responsible for all leasing, property management, asset management, and development of the Port's commercial and industrial property along the 7.5 miles of Port property. The Port has over 500 commercial and industrial tenants, representing more than 20 million square feet of occupied space and approximately $52 million in annual revenue. This does not include leases to maritime tenants managed by the Maritime Division. Real estate asset and property management duties entail lease negotiations, lease and property administration and enforcement, and asset value enhancement.
